An effort to recall Mayor Gary Reese did not go to a vote in Kingston, Pennsylvania, after a decision by the Pennsylvania Supreme Court invalidated the city's recall provision. The court concluded that "in providing for recall the municipality of Kingston exceeded the powers conferred by Article IX, Section 2 and the Home Rule Charter and Optional Plans Law. This method of removal is specifically denied by the Constitution."[1][2]
Recall supporters
A group called Kingston Citizens for Change organized the recall effort. The reasons organizers gave for the recall effort included the firing of Municipal Administrator Jim Phillips, providing inaccurate information to the media regarding the municipal debt, opposing changes to Kingston's home rule charter, refusing to cooperate with the council, and not attending meetings.[3]
