Schiff earned a bachelor's degree in women's studies from the University of Minnesota-Twin Cities and studied urban and regional planning with an emphasis on land use and economic development at the university's Humphrey Institute for Public Affairs.[4]

Campaign themes

2017

Schiff's campaign website highlighted the following issues:

Structural Racial Inequalities and Police Accountability
Every day, systemic racial inequaIities rear their ugly head in Minneapolis. Whether it’s the unaddressed heroin epidemic hurting our Native communities, rising homelessness, or police misconduct, our racial disparities are painfully visible – and dividing our community more than ever.

Ending the Heroin Epidemic
The unaddressed heroin epidemic in Phillips needs our city’s urgent attention. Overdoses and deaths are increasing, with no end in sight. Corporate greed and government neglect make heroin a public health crises.

Break the Cycle of Poverty
Gary Schiff is committed to breaking the cycle of poverty so children of every race, nationality and gender who grow up in Minneapolis can grow up to live healthy lives and raise a family of their own above the poverty line in Minneapolis. Breaking the cycle of poverty requires institutional and systemic change. It will take persistence, dogged engagement, relentless outreach and leadership.

Affordable Housing and Homelessness
Today there are no housing projects in the financing stage, nothing breaking ground, and nothing under construction -affordable or market rate- in the Ninth Ward. This is a severe problem that will spur Ninth Ward gentrification as housing costs and rents continue to rise. Minneapolis needs new housing construction to meet the needs of an aging population and a growing population that values urban living connected to transit.

Saving The Arts
Gary Schiff has a plan to fund neighborhood-based arts group from the same sales tax that pays for the Vikings Stadium.

Fighting for Tomorrow
As a gay man who has spent 25 years fighting for civil rights, I know justice only comes when we build coalitions and sustain diverse communities. I believe the most important function of local government is to protect its people – even if those threats come from the Oval Office. Now is the time for city government to transform itself. More than ever, we need our representatives in City Hall to work together and put people first. We don’t have any time to waste. Far too many of our neighbors are struggling to get by and just fighting for tomorrow.[6]
