Gary Simpson
F. Gary Simpson is a former Republican member of the Delaware State Senate, representing District 18 from 1999 to 2019. Simpson did not file to run for re-election in 2018.
Simpson served as state Senate minority leader from 2009 to 2019.
Simpson was a delegate to the 2016 Republican National Convention from Delaware. All 16 of Delaware's delegates were bound by state party rules to support Donald Trump at the convention.[1] As of July 13, 2016, Trump had approximately 1,542 delegates. The winner of the Republican nomination needed the support of 1,237 delegates. Trump formally won the nomination on July 19, 2016.

Simpson earned his B.S. and M.S. degrees at the University of Delaware.

Elections for the Delaware State Senate took place in 2014. A primary election took place on September 9, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was July 8, 2014. Patrick J. Emory defeated Gary M. Wolfe in the Democratic primary, while incumbent F. Gary Simpson was unopposed in the Republican primary. Simpson defeated Emory in the general election.[3][4][5][6]

Simpson ran for re-election in the 2012 election for Delaware State Senate District 18. Simpson defeated Matthew A. Opaliski in the Republican primary on September 11, 2012 and ran unopposed in the general election on November 6, 2012.[7][8]
Simpson was initially challenged by Gary Downes in the general election but his opponent withdrew on September 12, 2012 a day after the primary election.[9]

2008
On November 4, 2008, Simpson won re-election to the Delaware State Senate from Delaware's 18th Senate District. Simpson defeated Gary Downes (D) in the election, receiving 14,596 votes as compared to 11,891 votes for Downes.[10] Simpson raised $41,095 for his campaign in 2008; Downes raised $27,205.[11]

Simpson was a delegate to the 2016 Republican National Convention from Delaware.
Delegate rules
Delegates from Delaware to the Republican National Convention were elected at a state convention in April 2016. Delaware GOP bylaws stipulated that delegates were to be bound to support the candidate who won a plurality of the vote in the state primary election.

Delegate allocation
Delaware had 16 delegates at the 2016 Republican National Convention. Of this total, three were district-level delegates (all representing the state's single congressional district). Delaware's district delegates were allocated on a winner-take-all basis; the plurality winner of the primary received all of the state's district delegates.[13][14]
Of the remaining 13 delegates, 10 served at large. Delaware's at-large delegates were also allocated on a winner-take-all basis; the plurality winner of the primary received all of the state's at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention. The RNC delegates were required to pledge their support to the winner of the state's primary.[13][14]
