New York's 22nd Congressional District was a battleground district in 2016. Incumbent Richard Hanna (R), who began serving in Congress in 2011, chose not to seek re-election in 2016, leaving the seat open. Claudia Tenney (R) defeated Kim Myers (D) and Martin Babinec (Upstate Jobs Party) in the general election on November 8, 2016. Tenney defeated George Phillips and Steve Wells in the Republican primary, while Myers faced no primary opponent. The primary elections took place on June 28, 2016.[1][2][3][4][5]

Phillips was a member of the NRCC's Young Guns Program in 2016. The Young Guns program "supports and mentors challenger and open-seat candidates in races across the country."[6]

  • Upstate New York Jobs Plan: My Upstate New York Jobs Plan would lift the entrepreneurial spirit and get our economy moving towards its full potential by allowing states to set up Empowerment Regions in economically struggling areas like our own. These Empowerment Regions would have the federal government reduce tax and regulatory burdens on businesses spurring growth and opportunity.
  • Gold and Stable Money: Poor decisions by the Federal Reserve triggered the Great Recession in 2008. Then hundreds of billions of dollars were spent to bail-out banks.
  • Securing the Border: The fact that the United States cannot secure its borders is a failure of one of the most critical and fundamental duties of our federal government.
  • Battling the Heroin Epidemic: With regard to heroin — supporting efforts of law enforcement as well as treatment programs is absolutely critical. However, we also need to stop the source.
  • Defeating ISIS: The Obama Administration’s response to ISIS has been pathetic. Why after the horrific attacks in Paris was France asking the United States what ISIS targets to hit? Why was the United States not hitting these targets themselves?
