Ballot title

The ballot title for Amendment 13 was as follows:

Shall the Constitution be amended so as to authorize the General Assembly to provide by law for tuition grants to qualified students who are children of certain United States servicemen who were bona fide residents of this State at the time of their entry into the Armed Forces and who are certified by the United States Department of Defense or the United States Veterans Administration as missing in action for more than 90 days or captured in line of duty by a hostile force, or forcibly detained or interned in line of duty by a foreign government or power since 26 March 1964?

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
