The ballot title for Amendment 22 was as follows:

FOR ratification of amendment of Article 7, Section 7, Paragraph 1, of the Constitution authorizing Wrightsville Consolidated School District, of Johnson County, to issue refunding bonds.

AGAINST ratification of amendment of Article 7, Section 7, Paragraph 1, of the Constitution authorizing Wrightsville Consolidated School District, of Johnson County, to issue refunding bonds.

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot.
