Ballot title

The ballot title for Amendment 23 was as follows:

FOR ratification of the Amendment to Article VIII, Section V, Paragraph I of the Constitution of Georgia, 1945, providing that upon extension of the corporate limits of the City of Atlanta into Fulton County, the territory embraced therein shall become a part of the independent school system of the City of Atlanta, and shall cease to be a part of the school system of the county and that the school property located within the area embraced in the extension shall become the property of the City of Atlanta.

AGAINST ratification of the Amendment to Article VIII, Section V, Paragraph I of the Constitution of Georgia, 1945, providing that upon extension of the corporate limits of the City of Atlanta into Fulton County, the territory embraced therein shall become a part of the independent school system of the City of Atlanta, and shall cease to be a part of the school system of the county and that the school property located within the area embraced in the extension shall become the property of the City of Atlanta.

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
