The ballot title for Amendment 27 was as follows:
“ | FOR ratification of Amendment to Paragraph 2, Section 6, of Article 7, of the Constitution authorizing the Legislature to provide a pension or retirement fund for employees of Richmond County and to enact laws authorizing a retirement or pension fund for the employees of The Board of Health of Richmond County. A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot.
