The ballot title for Amendment 7 was as follows:
“ | FOR ratification of Amendment of Article VII, Section 4, Paragraph 1, Sub-Paragraph 15, of the Constitution of Georgia authorizing the General Assembly to constitute a pension and or retirement plan or plans for all persons compensated in whole or in part by Bibb County, permitting payments for disability and payments to dependents or such person killed in the performance of duty, permitting any such plan or plans to allow credit for service performed prior to the enactment of any such plan or plans, authorizing the levy of a tax to support any such plan or plans, and ratifying and validating an Act of the General Assembly of Georgia adopted at its 1949 session, providing such a pension and/or retirement plan for Bibb County, and any and all amendments thereto. Path to the ballot

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
