The ballot question would have been as follows:[1]

Shall the Constitution of Georgia be amended so as to allow the state to incur general obligation debt in order to make loans or grants to certain counties, municipalities, consolidated governments, local authorities, and local commissions that own airports with less than 750,000 takeoffs and landings during a calendar year for the acquisition, construction, development, extension, enlargement, or improvement of such airports?

The legislature can put a proposed amendment on the ballot upon a two-thirds majority vote in both the legislative chambers. Constitutional amendments must be approved by a majority of the electorate.

This amendment was introduced as Senate Resolution 885 on March 3, 2020. It was passed unanimously in the Senate on March 12, 2020.[1]

The measure was not passed by the legislature before the legislature adjourned on June 26, 2020.
