The ballot title for Amendment 10 was as follows:

FOR ratification of Amendment to Article 7, Section 1, Paragraph 3 of the Constitution of Georgia, authorizing the creation of industrial areas adjacent to the City of Savannah in Chatham County.

AGAINST ratification of Amendment to Article 7, Section 1, Paragraph 3 of the Constitution of Georgia, authorizing the creation of industrial areas adjacent to the City of Savannah in Chatham County.

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot.
