The ballot title for Amendment 17 was as follows:
| “ | FOR ratification of an amendment to Article VII, Section VII, Paragraph V of the Constitution authorizing the City of Macon to issue revenue anticipation certificates for the purpose of providing funds for making improvements, additions and betterments to its existing hospital facilities and to secure the payment of such certificates by pledging revenues derived from the operation of the hospital facilities and from water receipts. AGAINST ratification of an amendment to Article VII, Section VII, Paragraph V of the Constitution authorizing the City of Macon to issue revenue anticipation certificates for the purpose of providing funds for making improvements, additions and betterments to its existing hospital facilities and to secure the payment of such certificates by pledging revenues derived from the operation of the hospital facilities and from water receipts. | ” |

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
