Ballot title

The ballot title for Amendment 15 was as follows:

Shall the Constitution be amended so as to create the City of Marietta Parking Authority and to provide for the powers, authority and duties of such Authority and to authorize the Authority to issue its revenue bonds and to provide for the method and manner of such issuance and for the validation thereof, and to authorize the Authority to contract with the City of Marietta and with the State of Georgia and any departments, institutions, agencies, municipalities, counties, or political subdivisions of the State of Georgia and with private persons and corporations and with other public corporations and to authorize the City of Marietta to contract with the Authority and to authorize said City to levy taxes, without limitation as to rate or amount, and to expend tax monies of the City and any other available funds of the City and to make payment there to the Authority upon such terms as may be provided in any contract entered into by and between the Authority and the City of Marietta.

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
