Ballot title
The ballot title for Amendment 11 was as follows:
“ | FOR ratification of amendment to Article VIII, Section V, Paragraph I of the Constitution of Georgia as to provide that Crisp County shall be divided into divided into school districts and the members of the County Board of Education of Crisp County shall be elected by the qualified voters of said districts that the County School Superintendent shall be elected by the members of the County Board of Education. AGAINST ratification of amendment to Article VIII, Section V, Paragraph I of the Constitution of Georgia as to provide that Crisp County shall be divided into divided into school districts and the members of the County Board of Education of Crisp County shall be elected by the qualified voters of said districts that the County School Superintendent shall be elected by the members of the County Board of Education. | ” |

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
