Ballot title

The ballot title for Amendment 8 was as follows:

FOR amendment to Paragraph 1, Section 8, Article 7, of the Constitution, providing for assumption by the State of Georgia of the indebtedness incurred by and due counties and the Coastal Highway District for the construction and-or paving of public roads or highways of the State which have become a part of the State Aid Roads of the Highway System of Georgia.

AGAINST amendment to Paragraph 1, Section 8, Article 7, of the Constitution, providing for assumption by the State of Georgia of the indebtedness incurred by and due counties and the Coastal Highway District for the construction and-or paving of public roads or highways of the State which have become a part of the State Aid Roads of the Highway System of Georgia.

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
