I am seeking to serve Vermonters, Vermont, and the United States of America. I am deeply concerned with the direction our Country is going and I have the character, experience, leadership and performance to change the course for a better future.

Background I am 61 and married to Stacey Malloy. We have 4 children, ages 23 to 14. We have 3 in college and one in high school. I was born in Boston and at 18 entered West Point. I served 22 years on active duty in the Army worldwide. I have served in government positions and for 16 years as a defense contractor supporting our military mostly in the Washington, DC area. I have been successful in highly competitive business environments, growing jobs for technology and services businesses. I have an MBA from Temple University, a graduate certificate from Georgetown University and completed the Army Command and General Staff College. I believe in America and our Constitutional Republic and Democracy.

I have worked with 20+ allies in Europe, Asia, the Middle East, and the Persian Gulf; extensively across US Federal/State/Local Government agencies; and for small and large businesses including Lockheed Martin, Raytheon, and Bowhead (an Alaska Native Corporation). I am an energetic worker.

I am the oldest of 9 children, a decorated Veteran, and member of the VFW, American Legion, Elks, Moose, NRA, and Annunciation Church. I am a former Army Hockey and Baseball player.

I love Vermont—its people.
  • Economy

I will grow well-paying jobs in Vermont. I am a businessman. I have 15 years of Business Development success—growing business and jobs. I work in highly competitive technology and services environments, including Washington DC, across industry, government, and academia. I will bring business and jobs to Vermont. Your members of Congress have not done this, I will.

I see America’s entrepreneurial spirit waning. I will work to rejuvenate it in Congress and with our Governor and Legislation to promote business and innovation, not stifle it. I have visited hundreds of Vermont businesses, the common theme I heard is ‘reduce government regulation’—I will.
  • I will act with discipline and fiscal responsibility. We have a $34 trillion debt. The Federal and State budgets have increased 50% since 2019. The budget deficit this year alone has more than doubled. We are on a 100% unsustainable path. I will support balanced budgets and fixing Social Security, Medicare and other entitlements, restoring their long-term solvency, not cutting them. I do not support Government Intervention/Industrial Policy related to drug and healthcare prices. I will support changes to US Government Patent Laws that could dramatically decrease drug prices. I will not support tax increases. I will not support overspending; the trillions of dollars our Congress is overspending is a major contributor to the inflation we
  • Over 39 years ago I took the exact same Oath as a US Senator. That Oath has no duration and I continue to serve under that Oath. I will protect individual rights. I believe ‘all men are created equal’, we are all God’s children. I will protect the rights of parents. I will support the intent of the Constitution: less Government, not more; Government for the people, not people for the Government (also known as Socialism). I will support Government that provides just enough order so every American can enjoy their unalienable rights. I will support the opportunity for individual prosperity and promote business by reducing over-regulation. I will support States rights under the 10th Amendment. I will not support federal legislation on powe
I will support the US achieving food, energy, and critical technology independence—this will enable the United States to maintain a strong economy AND achieve abilities to transition to renewables AND lower gas/heating/cooling costs.
My parents, grandparents, aunts and uncles. My HS and West Point hockey coaches, Kevin Crowe and Jack Riley. Presidents Lincoln, Coolidge, Kennedy, Reagan. People who serve like military, first responders, healthcare, teachers, farmers. Character.
The Declaration of Independence, the United States Constitution, the Gettysburg Address, and 'Profiles in Courage': Individual Freedom; Life, Liberty, Pursuit of Happiness; of the people, by the people, for the people; character.
Character; Duty, Honor, Country values. I believe in the US Constitution and one Nation under God.
Represent Vermonters and act in the best interests of the United States and Vermont; be accessible and produce results, not just talk and false promises. Unify.
Being a good father and husband and Christian. Service to my Country. Service as a United States Senator that produced results to restore safety, a strong economy, and unity back to America and Vermont.
The Vietnam war, MLK and RFK assassinations. 1968, I was 6. I would watch the news with Walter Cronkite with my Dad. Had the opportunity to meet Walter Cronkite many years later at West Point.
After 8th grade for a few summers I worked at Lost Brook Golf Course on the grounds crew and then I worked at GSF cleaning trucks in the summer, and in fall/winter I worked selling souvenirs for Twins Enterprises at New England Patriot's football games.
For Whom the Bell Tolls, but Moby Dick and The Seven Pillars of Wisdom are a close second. Life lessons, inspiration, information; can't put down stories.
I am reading South about Sir Ernest Shackleton and the Endurance expedition; it's not fiction but the story and his leadership are unreal.
Funny you should ask. Just this past Friday I heard VPR play Tchaikovsky's Violin Concerto. In '22 during a televised USS debate with Peter Welch I was asked what my favorite song is and I replied Tchaikovsky's Violin Concerto, by Leonid Kogan. I do have Aquarius/Let the Sunshine stuck in my head because I recently heard it, we're about to have a Solar Eclipse, and I think we're about finally make some changes so the sun shines bright on the 14th Star and America.
Stacey and I have 4 wonderful children, but parenting is challenging. I was able to pass all my classes at West Point but that was challenging. Right now I really do not like how divided our Country is and I want to change that.
The economy. The United States has the resources, work ethic, and innovation to support a very strong economy but that will only happen in a free, fair, capitalist open market without undue government intervention and regulation. Our economy must provide gainful employment and economic opportunity, this will support the Nation's education, infrastructure, military, government, law enforcement, entitlements, and many other areas. A strong economy will support 'the family' as the backbone of our society.
I would support a Constitutional amendment regarding term limits. Voters can implement 'term limits' every time they vote. Part of the solution to career politicians is campaign finance reform.
The six year term is a serious commitment from voters. A United States Senator should be willing and able to be fully accessible and energetically responsive and representative of their state, constituents, and the country. A US Senator must also have relative business, government, military, and foreign policy experience to best fulfill the requirements of the position. As the Oath states, a US Senator must bear true faith and allegiance to the US Constitution. The US Constitution is about promoting the general welfare; it is not about promoting welfare.
Yes, but related to politics it is more important to have an understanding of politics. Career politicians do not take the harder right over the easier wrong because all they want to do is get re-elected, so real issues like border security (southern and northern), $34T debt, fentanyl crisis, loss of jobs and loss of energy and critical technology independence, inflation, crime because every Democrat in the US House voted to "Defund the Police", and foreign policy blunders that lead to war get ignored as career politicians overspend, play the blame game, and make false promises like free healthcare, free education, free housing, a shortened work week for the same pay, and that terrorists will stop all on their own. Sound familiar?
The filibuster is a last line of defense to ensure common sense prevails. It is a beneficial aspect of our governance that works for both sides.
If you lined up all the Economists in the world head to toe they would still not reach a conclusion.
I will meet each of the other 99 Senators personally as soon as possible after taking office, and I will develop relationships. I have done this throughout the last 44 years. I have no doubt that I will be able to develop many relationships across the aisle to produce results for Vermonters and Vermont, Americans and America.
Hundreds of supporters in '22; based on interest and support to date, nationwide, I will have MUCH greater support this year.
Qualifications and content of character. For SCJ nominees I would want to meet the nominee in person and I would be very involved in hearings to ensure a nominee actually believes in our Constitution and would uphold our Constitution.
Our Constitution is to provide just enough order so that every American can enjoy the liberty, freedom and rights from it. Our Constitution is not about more and more government - more and more control of individuals and more and more spending. We should have a balanced budget, we should have accountability to ensure a balanced budget, and we should have substantially more transparency on government spending. Stop the omnibus bills that no one reads that contain overspending for nonsense projects and add to the the $34,500,000,000,000 debt that endangers our entire economy as we pay $2,000,000,000 every day JUST to cover the interest on that debt, as we become more and more unable to meet mandatory funding, like social security.

Campaign website

Malloy’s campaign website stated the following:

Platform
I swore an Oath to the Constitution 39 years ago and I live under that Oath. A US Senator takes the exact same Oath, and if elected I will perform well and faithfully for Vermonters as your US Senator. I will serve all Vermonters. Below are the areas I will focus on and deliver results.

I see America’s entrepreneurial spirit waning. I will work to rejuvenate it in Congress and with our Governor and Legislation to promote business and innovation, not stifle it. I have visited hundreds of Vermont businesses, the common theme I heard is ‘reduce government regulation’—I will.

I will act with discipline and fiscal responsibility.
We have a $34 trillion debt. The Federal and State budgets have increased 50% since 2019. The budget deficit this year alone has more than doubled. We are on a 100% unsustainable path.

I will support balanced budgets and fixing Social Security, Medicare and essential programs for our children, seniors and veterans, restoring their long-term solvency, not cutting them. I do not support Government Intervention/Industrial Policy related to drug and healthcare prices. I will support changes to US Government Patent Laws that could dramatically decrease drug prices.

I will not support tax increases. I will not support overspending; the trillions of dollars our Congress is overspending is a major contributor to the inflation we are all experiencing and—you and your children and children’s children pay for it.

I will not support the rampant Industrial Policy/Government intervention/full blown subsidy failure mode we are in. Again, you, Taxpayer, pay for it.

I will seek to ensure open/free market, fair trade, however I will seek to sanction trade with countries that are communist/violating human rights, funneling opioids into our country, stealing US technology, or do not support fair trade. I will increase made in Vermont, made in the USA.

I will support farming, dairy, and agriculture in Vermont and across the United States.

I will support the US achieving food, energy, and critical technology independence—this will enable the United States to maintain a strong economy AND achieve abilities to transition to renewables AND lower gas/heating/cooling costs.

Education
Education is our future, and the quality of public education in Vermont and the United States has been on the decline. Instead of overspending trillions of dollars subsidizing industry, China, and wealthy Americans, I will refocus balanced budget funding to improve public education.

I will be a champion for States, Local School Boards, and Parents to determine education matters. I will be a champion for Parents alone to determine what is taught to their children.

I will seek to ensure Unions impact only wages and conditions and are not politicized as they are now.

I will consider major educational changes, such as the dissolving the US Department of Education.

I will not support unconstitutional acts such as Student Loan Repayment, but I will seek to reduce payments by waving accrued interest and fees.

I support School Choice.

Safety
I will fully support our Law Enforcement community.

I will seek to enforce immigration laws, and change immigration laws as necessary. I will secure our southern border to address the crime, Opioid/Fentanyl, and illegal immigration crisis.

I will support a strong military with overmatch capabilities. I will ensure accountability and value for all military spending.

I will support development of renewable energy capabilities. I will support continuing to reduce emissions.

Constitution
Over 39 years ago I took the exact same Oath as a US Senator.

I will not support federal legislation on powers relegated to the States, this includes sweeping federal legislation related to abortion.

I will base nomination actions on qualifications and character.

I will seek to influence United States Foreign Policy to ensure stability, security, a strong US economy, and peace on Earth.

I will support Amendments to the Constitution as desired by Vermonters, such as term limits.

I will not support unconstitutional actions across all 3 branches. I will support removal from office under impeachment for those that do not fulfill the obligations of their Oath.

My Pledge
Gerald Malloy, will serve all Vermonters. I will conduct myself under the US Constitution and the values I learned at West Point: Duty, Honor, Country. I will seek to regain your trust in your elected representation. I will not use my position or information from it for personal gain. I will serve in the best interests of Vermonters, Vermont and the United States, not my own. I will be accessible: any Vermont voter that wants to discuss an issue with me will be able to do so, and I will act on that issue. I will not make promises that I know I cannot deliver. I will perform and produce results. I will strive for unity in our Country. I will deliver a better, bright future for Vermont and all Vermonters. So help me God. [4]

Gerald Malloy completed Ballotpedia's Candidate Connection survey in 2022. The survey questions appear in bold and are followed by Malloy's responses. Candidates are asked three required questions for this survey, but they may answer additional optional questions as well.

Gerald Malloy lives in Perkinsville in Windsor County and is seeking to be the next United States Senator from Vermont. He is married to Stacey and they have 4 children with 3 in Vermont schools. Gerald was born in Boston, the oldest of 9 children. He has a career of service spanning 42 years and is offering his character, experience, leadership, and performance to change the direction our great Nation is going in.

Gerald is a West Point graduate and served over 22 years in the active Army around the world in leadership positions of great responsibility. He served with over 20 NATO partners and allies with duty in Germany, Korea, Saudi Arabia, Iraq, Kuwait, Jordan, Canada, and 5 years at Fort Bragg. Following the Army, Gerald then served 5 years working with the Department of Defense and many Federal, State, and Local Government organizations. Since 2011, Gerald has been in industry, providing services to many US Government organizations, mostly in the greater Washington, D.C. area. He has been successful in this highly competitive environment, serving the past 8 years as an executive.

Gerald is a decorated combat veteran. He has earned a Bachelor of Science/Political Science from West Point, an MBA from Temple University, is a graduate of the Army Command and General Staff College, and has earned a Graduate Certificate from Georgetown University.

Gerald cannot just watch; he is seeking to serve Vermonters to get our Country back on track.
  • I will not waver from the Oath of Office to support and defend the Constitution of the United States and I will conduct myself under the values of Duty, Honor, and Country. I will protect and support the principles of the Constitution, such as LIberty, Freedoms, Rights, Commerce, Defense, Security, and Order. I will not support any action of any kind that even begins to chip away at any Constitutional right.
  • Economic Prosperity. I will fight to ensure our Government promotes the opportunity for America and every American to prosper, and does so without increasing our $33T debt. I will not support more Government, more taxes, more spending, more control. I will support economic sanctions against countries we should not be trading with and I will support regaining energy independence.
  • Defense, Security, Order. I fully support our military; we cannot afford to lose races in AI or Hypersonics. I will seek to repair damaged foreign relationships and keep the United States out of bad agreements, like with Iran. I fully support Law Enforcement and no changes to immunity. I will fully support our great Veterans.
I am passionate about returning to abiding by the Constitution of the United States and protecting Americans from any unconstitutional acts and about returning to less Government that provides the opportunity for prosperity; not more Government that overspends wildly providing 'stimulus' that causes 40 year high inflation and skyrocketing Debt, not Government that ensures we have record gas prices and a record trade deficit.

I am passionate about finally taking a hard look at who we trade with, and establishing sanctions against countries we should not trade with - and from this I would certainly love to see more 'Made in America' and 'Made in Vermont'.

I am passionate about establishing reasonable, realistic Energy and Environmental plans, ones that actually take into account that we do not have the infrastructure, resources, or a viable plan for every American to hastily implement plans that are full of gaps and issues, like the New Green Deal, Global Warming Solutions Act, or Climate Action Plan.

I am passionate that as a US Senator I will have the ability to influence Foreing Policy so that the United States does not continue to project the wrong messages to our adversaries and allies around the world. I am passionate about restoring US oil and gas independence, and the trade surplus we had. I passionate about supporting our military and law enforcement.

I am most passionate about restoring American values and common sense in our Goverment.

Campaign website

Malloy's campaign website stated the following:

Economic Prosperity

1) Finally tackle the $30 Trillion debt. Reduce the size of Federal Government, spend within budget, stop the bleeding. Over the last 15 years since 2007 Congress has allowed the National Debt to increase by over 300%—that’s failure.

2) Energy Independence. Restart the Pipeline and promote, not restrict, US independence across all forms of Energy. Go back to reasonable gas prices and reasonable inflation from 2020, not record and 40-year highs.

3) I support every parent’s right to decide what is and what is not taught to their children in school.

4) Illegal Immigration. Put up the wall. Enforce the law, stop criminals and Fentanyl from China coming into the US. 10,000 lbs. of Fentanyl seized last year—enough to kill 2 Billion people.

5) A comprehensive review US Trade and Import practices, followed by the implementation of meaningful sanctions on countries with human rights violations, that harbor terrorists, that do not have fair Trade practices, and that produce Fentanyl and other drugs that are killing Americans. Stand up and Stop funding Communism, Terrorism, and Aggression – with the follow on benefit that we can make products instead of importing them.

6) Reduce healthcare costs, not Universal Healthcare but Initiatives to reduce price gouging and improve Medicare, Medicaid, and Veteran’s Administration operations.

7) Ensure the United States has access to natural resources for the future, like lithium.

The Consitution

1) Support and Defend the Constitution as the Oath of Office dictates.

2) No more unconstitutional Federal actions or initiatives like Mask and Vaccine Mandates that have destroyed our Economy. Take a drive down almost any Main Street and see the shuttered businesses.

3) Fully support all Amendments, including 2d Amendment Right to Bear Arms. I am a gun owner, my wife is an NRA member.

4) Pro life. Per the 10th Amendment I support taking this decision out of the Supreme Court and giving it to States and People.

Maintaining a Strong Defense

1) Listen to and take the advice of our military leadership; learn from the debacle of the hasty pullout of Afghanistan where 13 service members died.

2) Rebuild damaged relations with NATO partners and allies around the world.

3) Do not enter into treaties that cannot be enforced with untrustworthy nations, such as Iran.

4) Fully support Law Enforcement. Funding, not Defunding, our Police; preserving order to enjoy freedoms.

Additionally

I will support and defend the Constitution, to serve the best interests of Vermont and the United States. I thank Senator Leahy for his 48 years of services as the only Democrat Senator ever from Vermont. Just as he won in 1974, in the wake of Watergate and President Nixon’s resignation, it is now time for a change. I offer Character, Experience, Leadership and Performance, for our Future.[4]
