In 2015, this committee was formed out of the Health, Government and Indian Affairs Committee and the Voters and Elections Committee.

Per Section 9.1 of the House Rules, committees of the New Mexico House of Representatives are appointed by the Speaker of the House, except those where the members are designated in the motion creating them.[1] The rules do not specify when or how often committees are assigned.
