The county commission functions as the county's primary legislative and policy-making body. Most boards also control county land usage, oversee environmental issues and possess executive powers, meaning they have the authority to appoint or remove departmental heads. Hillsborough County has seven commissioners who are elected to four-year terms. Districts 1 through 4 are elected by district, while Districts 5 through 7 are elected at large.
