The county commission functions as the county's primary legislative and policy-making body. Most boards also control county land usage, oversee environmental issues and possess executive powers, meaning they have the authority to appoint or remove departmental heads. Pinellas County has seven commissioners who are elected to four-year terms. Commissioners for Districts 1, 2, and 3 must live in a specific district but are elected at large.
