Kelley ran for election to the Mingo County Magistrate Court.
Primary: He was defeated in the Democratic primary on May 13, 2014, receiving 6.4 percent of the vote. He competed against Jim Harvey, Thomas Taylor, Scott Smith and Michele Webb.
