Recall reports

An effort in Hughes, Arkansas, to recall Mayor Grady Collum from his position was launched in August 2016. Councilman Rudolph Robinson led the recall effort and submitted signatures on August 9, 2016. Collum filed a lawsuit against the county clerk and election commission in September 2016 to block placement of the recall on the November 2016 ballot due to delays in submitting signatures.[1] On November 1, 2016, Circuit Court Judge Kathleen Bell ordered that votes not be counted on the recall measure. Bell ruled that the county clerk exceeded the 10-day window to verify petition signatures after submission.[2] Bell adjusted her ruling on November 3, 2016, indicating that recall votes should be counted with certification delayed until another court ruling.[3] The recall was defeated.

Recall supporters

Recall organizers gave the following reasons for recalling Collum:

  • Grady Collum supported “White Flight” from Hughes School District.
  • Grady Collum supported the complete closure of the Hughes School Campus under WMSD and lied to the community about it, while manipulatively misinforming the community on the meaning of a mandated administrative consolidation of two school districts.
  • Grady Collum campaigned on a promise to reopen the Grocery Store; instead Hughes continues to lose businesses.
  • Grady Collum has proven himself to be untrustworthy. He’s known to say one thing to the Black Community and another to the White community. He feeds into the racial division that exists in Hughes.
  • Grady Collum initially refused WMSD’s offer to give the HSD Property to the City of Hughes without first consulting with the Hughes City Council, because he had a personal conflict of interest with the unaccredited Hughes Chamber of Commerce.[5][6]

Recall opponents

Collum filed a lawsuit to stop certification of petition signatures due to concerns about the timing of submission. His suit claimed that signatures were submitted 89 days prior to the targeted election date of November 8, 2016. State elections law requires petitions for a general election recall to be submitted at least 91 days before the election date. County Clerk Emily Holley countered that the signatures were received at least 91 days prior to the election but were not certified for a few days due to the volume of signatures.[1]
