An effort to recall all seven members of the Great Bend USD 428 Board of Education in Kansas was rejected by the Barton County Attorney on April 1, 2016. The recall petition sought to remove the school board members after two high school students were allegedly assaulted on school buses while traveling to extracurricular events. The petition said school board members had not fulfilled their legal obligation to report the incident to the authorities. Barton County Attorney Doug Matthews said he rejected the petition because it did not provide sufficient information.[1]

Great Bend Board of Education members are up for election in odd-numbered years. Three were last up for election in 2013, and four were up for election in 2015.[2]

The recall effort was started by Michele O'Neil and her attorney Brock McPherson. O'Neil's son was one of the alleged victims of the school bus incident. In addition to saying school board members failed in their duties by not reporting the incident to the authorities, it also said they failed in their role as school board members when they did not answer parents' questions.[1]

O'Neil was "on a mission to protect kids," according to KWCH 12. She said the school board members did not stand up for students' safety. "I see what my son is going through and has gone through and I don't ever want another kid to go through that," she said.[1]

Before the recall petition could be circulated to voters, it had to be approved by Barton County Attorney Doug Matthews. Matthews rejected the petition on April 1, 2016, due to insufficient information.[1] He also said that legally only three school board members could be targeted for recall at a time.[3]
