Biography
Gregory Martinez was born in California. He graduated from Esperanza High School. He earned a bachelor's degree from the University of Southern California in 1985. His career experience includes working as an accountant. He has been affiliated with the Rolling Hills Ranch Community Association.[1]

My name is Greg Martinez, and I am running for a seat on the Otay Water District Board of Directors. As a certified public accountant (CPA) with public service experience, I have extensive financial expertise and leadership. I currently serve as treasurer for the Rolling Hills Ranch Community Association and as a member of a committee for the City of Chula Vista. These roles have given me valuable experience in parliamentary procedures like those used by the Otay Water District Board.
With my accounting background, I will work to control water rate increases with responsible financial management. The district recently lost an $18 million class action lawsuit for basing rates on conservation goals rather than cost. My knowledge of cost accounting will be a valuable contribution to the board – and the ratepayers.
I was raised in a working-class family, my father was a veteran. My parents instilled in me the values of hard work and integrity. I became the first in my family to attend college, graduating from USC with a degree in accounting. I built my business from the ground up, supporting a family of five and putting my children through college.
I believe in citizen legislators, not career politicians. My opponent has served 20 years, (5 terms). I have a stronger background than my opponent did when he was first elected 20 years ago. It’s time for a change, for the better. I ask for your vote. - Control the water rate increases, stop basing rates on factors other than cost. - 20 in office for the incumbent is too long. Such a long term implies a disregard for the spirit of public service. He graduated from college with a political science degree. I have a business degree and over 30 years work experience. Even as a political novice, I come into the position better suited for the position than my opponent did when he was first elected 20 years ago.
- Ensuring Financial Accountability - As a Certified Public Accountant with years of experience managing financial statements, budgets, and audits, I understand the importance of ensuring that every dollar is spent wisely and responsibly. My expertise in financial analysis means that I have the skills to thoroughly review the district’s budgets, financial reports, and expenditures to ensure that taxpayer money is being allocated efficiently and in the community’s best interests.
One of my goals is to advocate for best practices in financial management with clear justifications for rate changes. My background equips me to provide the level of oversight that the Otay Water District needs to maintain financial health and stability.
I am passionate about ensuring financial accountability and transparency, particularly in public services like water. As a CPA, I believe in responsible use of taxpayer money, clear financial priorities, and making data-driven decisions that benefit the community. I am also deeply committed to environmental sustainability, recognizing the importance of addressing climate change and population growth through sustainable water policies. This includes promoting water conservation and upgrading infrastructure to protect our natural resources. Access to clean, affordable drinking water is essential, and I am dedicated to ensuring that our community has long-term water security and high-quality water systems for all.

Accountability is key; they must fulfill promises, answer to constituents, and manage resources responsibly. Finally, having a clear vision is vital for addressing both current and future challenges, ensuring sustainable growth and progress for the community.
I believe my financial expertise, commitment to transparency, and ability to work collaboratively, combined with my understanding of working-class challenges from my upbringing, are qualities that would make me a successful officeholder. Growing up in a middle-class family, with parents who worked hard to provide, I understand the concerns and needs of working families. As a CPA, I have the technical skills to analyze budgets, ensure financial accountability, and make data-driven decisions, which are crucial for managing the district’s resources responsibly. My experience serving on boards and committees has given me a deep understanding of parliamentary procedures and working with others to achieve common goals. Additionally, I am committed to transparency and open communication, ensuring the public has access to clear, understandable information about decisions. My dedication to problem-solving, integrity, and representing working-class voices ensures that I will always prioritize the community’s best interests.
The core responsibilities for someone elected to the Otay Water District Board include ensuring that the district's funds are managed responsibly and efficiently, with transparent budgeting and financial reporting to maintain fair water rates and quality services. They must oversee the district’s water supply, infrastructure, and long-term planning to guarantee access to clean, safe, and affordable water. My fist reaction is that my family is my legacy, my wife and 3 children. I would like to leave a legacy of integrity, cooperation, and competence. I want to be remembered as someone who consistently acted in the best interest of his family and the community, maintaining transparency and honesty in every decision. Through fostering cooperation, I hope to show that working collaboratively with others—both within the board and with the community—leads to more effective and inclusive solutions. Finally, I want to be known for my competence, especially in the financial and operational management of the district, ensuring that water resources were managed responsibly and efficiently. My goal is to leave the Otay Water District in a stronger, more stable position, with trust restored between the district and its residents.
While previous experience in government or politics can be helpful, I don't believe it's essential for serving effectively on the Otay Water District Board. What truly matters are relevant skills and a commitment to public service. In fact, bringing fresh perspectives from outside traditional politics, such as expertise in finance, law, or engineering, can be more beneficial in addressing the board’s technical and financial challenges. As a CPA with a deep understanding of financial management and accountability, I offer a valuable skill set for overseeing budgets and ensuring transparency, which is crucial for this role. It’s important to have leaders who are knowledgeable in the areas that the board oversees, rather than career politicians who may lack specific technical expertise.
I think it is very helpful to have served on a body that uses parliamentary procedures.
I believe financial transparency and government accountability are essential for building trust between public officials and the community. Elected officials must ensure that financial information is clear, accessible, and understandable to the public. This involves regular, detailed reporting on how taxpayer money is spent and explaining the reasoning behind budgetary decisions. Government accountability requires officials to be answerable for their actions and decisions, holding themselves to high ethical standards. When mistakes occur, transparency is crucial in addressing them openly and taking corrective action. By ensuring clear oversight and maintaining open communication with the public, we create a system where decisions are made in the best interest of the people, not for political or personal gain.
