“ | WITHOUT CREATING ANY NEW TAX OR INCREASING CURRENT TAX RATES, SHALL THE GROUNDWATER MANAGEMENT SUBDISTRICT OF THE CENTRAL COLORADO WATER CONSERVANCY DISTRICT BE AUTHORIZED TO COLLECT, RETAIN AND EXPEND THE FULL AMOUNT OF REVENUES GENERATED FROM ALL SOURCES WITHOUT LIMITATION OR CONDITION UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, AND AS AN EXCEPTION TO THE LIMITATIONS UNDER SECTION 29-1-301 OF THE COLORADO REVISED STATUTES AND RELATED LIMITS WHICH OTHERWISE APPLY? | ” |
