Qualifications
Candidates for the Consolidated Commission on Utilities must be:
- a registered voter of Guam.
- at least 25 years old.
- a resident of Guam for at least five years immediately preceding the election.[1]
Commissioners are prohibited from simultaneously serving as an employee of the Guam Waterworks Authority, the Guam Power Authority, the Public Utilities Commission, or as an unclassified or contracted employee of the Guam government (except for University of Guam or Guam Community College professors and teachers).[1]
About the offices
The Guam Consolidated Commission on Utilities is an autonomous agency in the Guam government that exercises powers vested in them through laws establishing the Guam Power Authority (GPA) and the Guam Waterworks Authority (GWA).[1]
The commission is composed of five members elected at large in nonpartisan general elections.[1]
Authority
The Guam Consolidated Commission on Utilities is established in 12 Guam Code Annotated (GCA), Division 2, Chapter 79 § 79100.

There is established an elected Consolidated Commission on Utilities whose purpose is to exercise powers vested in them by the laws establishing the Guam Power Authority ('GPA') and the Guam Waterworks Authority ('GWA'). |
Duties
Commissioners oversee the GPA and the GWA, including by:
- appointing a general manager, chief financial officer, secretary, treasurer, and attorney and fixing their compensation.
- adopting and maintaining an accounting system.
- establishing employment rules and regulations.
- submitting an annual budget for the GWA to the Legislature of Guam.
- determining the issuance of bonds for the GWA.Cite error: Closing

Commissioners have the authority to issue subpoenas. They must also review, distribute, and resolve consumer complaints filed with the GPA or the GWA.[1]
