The Guam Education Board is part of and responsible for overseeing the Department of Education in the Guam government. It is composed of nine voting members, six of whom are elected and three of whom are appointed. There are also three additional non-voting members.[1]

The board has six voting members who are elected at large by voters in nonpartisan elections. These members serve for two years, beginning on the first Monday in January following their election.[2]

The board also has three voting members who are appointed by the governor and subject to the advice and consent of the Guam Legislature. The members serve for three years.[2]
Under 17 GCA, Division 2, Chapter 3 § 3102.3, the governor is required to appoint one member from each of the following groups:

Non-voting members
The board also has three non-voting members:
- A non-voting student member elected by the School Board of Governing Students for a term of one year.
- A non-voting member appointed by the teachers' union for a term of one year.
- A non-voting member appointed by the Mayors Council of Guam for a term of two years.[2]
Authority
The Guam Education Board is established in 17 Guam Code Annotated (GCA), Division 2, Chapter 3 § 3102.[2]
The governance of the Department of Education is vested in an education board to be known as "the Guam Education Board" (hereinafter referred to as "the Board"). |
Qualifications
Candidates for the six elected members of the board must be:
- at least 25 years old.
- a resident of Guam for at least five years immediately preceding the date the member assumes office.[2]

Vacancies
Elected members
In the event of a vacant elected seat on the board, the vacancy is filled by the appointment of the unsuccessful candidate who received the next highest number of votes in the previous election, as long as that individual received more than 50% of the number of votes the winner received. If this individual declines or no candidate meets these criteria, the governor appoints a member to serve for the remainder of the term, subject to confirmation by the Guam Legislature.[2]
Appointed members
When an appointed seat is vacant, the governor appoints a replacement, with the advice and consent of the Guam Legislature. The appointee serves for the remainder of the unexpired term.[2]
Duties
Per 17 GCA, Division 2, Chapter 3 § 3102.1, the Guam Education Board is "responsible for all policies that govern the Department of Education." Included in those responsibilities are:
- selecting and appointing a superintendent.
- receiving, evaluating, and acting upon the superintendent's recommendations.
- adopting and managing an annual budget.
- adopting student performance standards, assessment models, and graduation standards.
- adopting attendance areas, school boundaries, a school calendar, and a student discipline policy.
- suing or defending the board in lawsuits.
- reporting complaints about Department of Education operations to the superintendent.
- reviewing established policies.[2]

Compensation
Board members receive a $250 stipend for each day they attend a regular, special, or executive meetings, for a maximum of $500 per month.[2]
