Qualifications
Candidates for mayor in Guam must be:
- a United States citizen.
- at least 21 years old.
- a resident of the municipality they wish to represent for at least one year immediately preceding the election date.[1]
Candidates must not have been convicted of a felony or crime involving moral turpitude.[1]
Elections
Mayors in Guam are elected in partisan elections by voters within the areas the mayor represents. Mayors serve for four years, beginning on the first Monday in January following the election.[1]

2020

All 19 mayors were up for election in 2020. The general election was held on November 3, 2020. A primary was scheduled for August 29, 2020. The filing deadline for mayors was June 30, 2020.
Vacancies
Details of vacancy procedures and appointments are addressed under Title 5 Guam Code Annotated (GCA), Division 4, Chapter 40. Whenever a mayor is unable or unwilling to discharge the office, and the election is less than 240 days away, the vice-mayor takes over all the duties of the mayor. If a municipality has no vice-mayor and the election is less than 240 days away, the municipal planning council appoints a mayor, subject to the advice and consent of the Legislature of Guam.[1]
Duties
Mayors perform the following duties:
- serving as the direct representative of the people residing in the district from which he or she is elected.
- urban planning, maintenance, and implementation.
- overseeing, coordinating, and carrying out beautification programs.
- conducting sanitary and health inspections in cooperation with and based on guidelines provided by the relevant agency.
- implementing social services in cooperation with the appropriate government agencies.
- conducting an annual census and maintaining a list of residents in his or her jurisdiction.
- issuing citations and warnings for property or health violations.[1]
