Heading into the election, Ballotpedia rated this race as safely Republican. Ted Budd (R) defeated Bruce Davis (D) in the general election on November 8, 2016. In the Democratic primary, Bruce Davis defeated Adam Coker, Bob Isner, Kevin Griffin, and Mazie Ferguson. Budd defeated 16 other Republican candidates to win the Republican nomination.

Incumbent George Holding (R) of District 13 sought re-election for the District 2 seat in 2016. He defeated fellow Republican incumbent Renee Ellmers and Greg Brannon in the primary.[3] Holding's change of plans came after redistricting in North Carolina in February 2016 substantially changed the constituency of both districts. Holding's decision to run in District 2 essentially made District 13 an open seat, and as a result, 22 candidates filed to run for the seat. [4][5][6][1][7][3]

Campaign themes

2016

The following issues were listed on Henning's campaign website. For a full list of campaign themes, click here.

  • U.S. Budget: Simply put, the government needs to stop spending more money than they take in. We, the people, must live within our means and the government must learn to do the same. He will work diligently to help to balance the federal budget and reduce the out-of-control national debt.
  • Immigration: Hank believes that we must first secure the border. The apathy of the Obama Administration has allowed our borders to become a major threat to national security. Also, Hank does not believe that amnesty can be a part of the solution.
  • National Security: As a Marine who served in the Middle East, Hank has personally witnessed and fought against the threat of terrorism. He will strive to provide our troops the resources to be successful in our fight against ISIS.
  • Our Veterans and the VA: For too long, our veterans have been coming home and not receiving the care that they deserve. Veterans are being put on waiting lists that are so long, that some are dying before they get the proper care. The VA needs to be reformed and veterans need to have the ability to seek care from non-VA facilities.
  • Term Limits: Political service should not be a career. Hank supports enacting term limits for the Congress and the U.S. Senate.[8]
