A measure to permit the sale of fortified wine on and off-premises was on the ballot for Harrisburg voters in Cabarrus County, North Carolina, on November 5, 2019. It was approved.
| A yes vote was a vote in favor of permitting businesses that do not qualify as a restaurant, brewery, or private club to sell fortified wine to customers. Fortified wine contains more than 16% but less than 24% ABV, whereas unfortified wine contains less than 16% ABV. |

Path to the ballot
This measure was put on the ballot through the process for local liquor options set out in Article 6 of North Carolina Revised Statutes. Local liquor options can be put on the ballot through a vote of local lawmakers or through a petition signed by 35% of registered voters.[3]
