This measure sought to replace the current road levy with one set at a rate of $.20 per $100 of assessed property value for a further five years in order to continue to pay for road construction and repair costs in the township.[2]

The question on the ballot:
| A replacement of a tax for the benefit of Hartford Township, Licking County, OH, for the purpose of general construction, reconstruction, resurfacing, and repair of streets, roads and bridges at a rate not exceeding two (2) mills for each one dollar of valuation, which amounts to twenty cents ($0.20) for each one hundred dollars of valuation, for (5) years, commencing in 2012, first due in calendar year 2013.[3] |
