The Hawaii City Charter, Proposition 4, also known as Proposition 4, was on the ballot in Hawaii on November 3, 1970, as a legislatively referred constitutional amendment. It was approved. The proposition asked whether it ought to be required that city charters be reviewed every 10 years.[1]
