The Hawaii Executive Branch Term Limits, Amendment 9, also known as Amendment 9, was on the ballot in Hawaii on November 7, 1978, as a convention referred constitutional amendment. It was approved. The amendment proposed three new additions to the constitution. Proposed Article V, Sections 1, 2, and Article XVIII, Section 4 of the Hawaiian constitution, stated that the governor and lieutenant governor are limited to serving two terms in a row beginning in 1978.

Proposed Article V, Section 6 of the Hawaiian constitution, stated that similar offices within the executive administration with similar purpose and function would be placed together in the same department.[1]
