The Hawaii Government Monetary Exclusions, Amendment 1, also known as Amendment 1, was on the ballot in Hawaii on November 5, 1974, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed one new addition to the constitution: Article III, Section 17. The amendment proposed to exclude funding appropriated to be expended by the judicial and legislative branches from the governor’s item veto.[1]
