The Hawaii Office of Hawaiian Affairs, Amendment 28, also known as Amendment 28, was on the ballot in Hawaii on November 7, 1978, as a convention referred constitutional amendment. It was approved. The amendment proposed three new additions to the constitution: Article XII, Sections 4, 5 and 6. The amendment would set up a trust corpus and beneficiaries of the Admission Act and establish an Office of Hawaiian Affairs with an elected board of trustees and provide for an effective date.[1]
