Hawaii Population Growth Management, Amendment 18 (1978)

The Hawaii Population Growth Management, Amendment 18, also known as Amendment 18, was on the ballot in Hawaii on November 7, 1978, as a convention referred constitutional amendment. It was approved. The amendment proposed one new addition to the constitution: Article IX, Section 6. The amendment stated that the state and counties would be required to plan and manage population growth, except the county may be more restrictive in their plan and management of population growth than the state.[1]
