Lupe Cabrera, Robert Canada, Robert Prida and Kathleen Navejas were recalled from their positions as elected officials of Hawaiian Gardens in Los Angeles County in a special recall election held on December 17, 1996.[1]
Cabrera was the mayor of Hawaiian Gardens, while Canada, Pride and Navejas served on the city's city council.[1]
The recall election was sparked by ongoing controversy over a card club the city's voters approved on November 7, 1995.[1]
Cabrera, Canada and Pride were in the pro-card club faction on the city council, while Navejas was in the anti-card club faction and had filed a lawsuit against the city saying that the card club plan submitted to voters in November 1995 was a sweetheart deal for the developer.[1]
Because of the lawsuit, a card club had not opened in town by the time of the recall election. This left the city without the promised gambling revenues the voters had expected which meant that there were no funds to pay the $2.5 million annual costs of the city's new police department.[1]
