Health and Human Services Committee, Maine State Legislature
The Health and Human Services Committee is a standing committee of the Maine Legislature.
Per the Joint Rules, committees of the Maine State Legislature are assigned by the President of the Senate and Speaker of the House. The President appoints a committee's senate members, with the Speaker appointing the house members.[1][2] Committees are assigned at the start of each term.[3] Each committee is composed of ten representatives and three senators.[4] Seven members constitute a quorum, though a committee may not vote without at least one senator present unless it receives authorization from the President.[5] Neither chamber's leader is recognized as an ex officio member of any committee.

*In July 2017, legislative leadership removed Scott Hamann (D) from the Health and Human Services Committee due to comments he made online regarding President Donald Trump (R). His statements were interpreted as potential threats of violence. House Speaker Sara Gideon (D) called the comments “inexcusable and unacceptable” and stated that she removed Hamann in order to set an example for other lawmakers in the House. In a statement, she said, “I hope this consequence sends a clear signal to all members of the House of Representatives that they are expected to conduct themselves with respect at all times and in all media."[8]
