Biography

Heather Tubbs Cooley was born in Michigan. She earned a bachelor's degree from Western Michigan University in 2003 and a Ph.D. from the University of Pennsylvania in 2010. Her career experience includes working as a professor.[1]

I'm running for a seat on the Dublin City Schools Board of Education because I'm committed to high-quality public education that delivers equitable opportunities and access for all students across the district. As a proud mom of three kids attending elementary, middle, and high school in the Dublin City Schools, I'm motivated to engage in community leadership to create a vibrant, hopeful future for young people. I've served the district as an advisor for the COVID data and metrics committee, room parent, PTO volunteer, and key communicator.

I live my commitment to public education as a tenured faculty member at our state's flagship university. I'm privileged to teach, lead, and conduct research every day for the benefit of Ohio citizens. A Registered Nurse since 2004, I've spent the last two decades focused on improving child health outcomes and have a demonstrated track record of bringing people together to achieve common goals.

In my free time I like to read, go to my kids' activities, bake, play with my dogs, and listen to music.
  • My first priority is to "Solve for the Whole". We are one district and we rise - and fall - together. District leadership should serve with a One DCS approach to decision-making, resource allocation, and community engagement.
  • My second priority is to "Steward our Resources". We must meet our continued growth challenges and operational responsibilities with strategy and innovation to deliver quality outcomes across all schools and retain teachers and staff.
  • My third priority is to "Be the Best at Getting Better". Let's build on our strong foundation, rooted in excellence and equity, to be the best district in the region, state, and nation at improving outcomes and opportunities for every student.
I'm passionate about fair school funding, early childhood education, college affordability, academic freedom, civil rights, and areas of health policy that relate to my professional expertise (health care workforce, health care cost, quality, and access).
I believe integrity is of utmost importance - one's words, deeds, and values must always align in order to build and maintain trust. I also think thoughtful, positive leadership is needed to set a culture of district improvement driven by optimism, not fear or anger.
The primary job of a school board member is to establish school district policy and approve curriculum. Board members also serve in an advisory capacity to the superintendent and treasurer and have a key role in outreach efforts to the community.

I am running for the Dublin City Schools Board of Education to bring data-driven, evidence-focused decision-making to the Board. I value nonpartisan leadership and believe that data and evidence can help our board make decisions that improve the quality of education in Dublin and bring the community together on issues that may be contentious.

I believe in providing equitable resources and opportunities so all students can meet their potential. I believe in the need for inclusive policies, environments, and resources so all students and staff feel a sense of belonging in our schools.
Community engagement is critical for continued public support of our schools. I view parents and community members as partners who can help identify district blind spots such as ineffective literacy curriculum. In fact, the district has an obligation to involve parents in review of curricula and materials per the Ohio Revised Code Section 3313.212. The final determination of policies and curricula rest with the Board of Education (ORC 3313.21), and I will make decisions with input from educators, staff, and students in addition to parents and community members.

Furthermore, I believe in the power of diverse perspectives to positively shape district culture and future directions. The Board of Education is a non-partisan entity. I will lead with a non-partisan ethic to build consensus and maintain the Board's focus on what matters: the educational outcomes of our diverse community of learners.
I believe in the use of empirical evidence to guide instructional methods and curriculum selection. I believe in the systematic use of data for early identification of gaps and to drive improvements in outcomes. We should rely on high-quality peer- reviewed research to guide pedagogical approaches and content across the curricula from literacy to mathematics to science and social studies. Implementing best evidence, with fidelity, is one way we become the best at getting better.
I believe in the duty to efficiently and responsibly use tax dollars to advance the educational mission of the district. I have significant experience in financial management and stewardship of taxpayer dollars as a university professor and researcher. I lead and execute a research program budget of approximately $3M. I hire and direct staff and make strategic financial decisions to ensure the program's success given available funds, and I am accountable to the National Institutes of Health for all expenditures. If elected, I will find and use every lever that can be pulled to address school funding challenges and I am excited to bring my financial experience to the board. I will work diligently to reduce waste, find efficiencies, stretch resources and keep our commitments to taxpayers. These are ways we will steward our resources in a changing environment.
I believe in the importance of preventative measures to keep our schools safe. I believe in the necessity of physical, mental, and emotional well-being for optimal academic performance. I am also proud to be recognized as a Moms Demand Action Gun Sense Candidate of Distinction who advocates for gun violence prevention. Firearm injuries are the leading cause of death for American children. As a school board member I will advocate for student and staff safety as well as mental health support.
I support adding mental health resources to our school buildings given the difficulty that many parents have accessing resources for their child. I will also advocate for positive and healthy work environments for teachers and staff, and I'll be an open-door board member who will hear their concerns.
Here are a few changes I would like to see:

+ Measurement of implementation success of Core95 Phonics. Such measures will ensure that students are receiving phonics instruction with fidelity.
+ Routine, structured, and documented review of peer-reviewed evidence underpinning instructional methods and purchases of curricular materials/packages.
+ Review of policies governing district participation in research and use of student data for research purposes.
+ DEI leadership re-established.

+ External evaluation of educational equity with respect to access to critical academic resources and opportunities across the district.

I am also a Candidate of Distinction by Moms Demand Action for Gun Violence Prevention, also a nonpartisan organization.
During the pandemic, I served as a member of our district’s COVID data and metrics advisory committee. I provided my expertise in data analytics, survey research design, and evaluation of the rigor of emerging research. I led the development and implementation of a daily survey of mitigation practices that all DCS teachers and staff received (on a randomized basis). I gave roughly 200 hours of service to the district, all with the goal of keeping our kids in school while also keeping everyone safe. I am proud of that work and of the way each person stepped forward to support the district during a very difficult time.

Like many of our DCS educators, I also see and feel the residual impacts of the pandemic in my classroom; students are needing more support, guidance, and remediation than ever before. As a future board member I will advocate for innovative academic catch-up programming to ensure our students are prepared for their current and next steps.
I will hold regular office hours in different areas of the district that are accessible to parents so they can come and discuss what's on their mind.
One of the ways we steward our resources is by retaining our strongest teachers and staff. We need to respect teacher & staff expertise and measure voluntary turnover as a baseline indicator of retention.
