Heidi Holan was a 2016 Republican candidate for District 46 of the Illinois House of Representatives.

Biography

Holan earned her bachelor's degree in business administration degree from Elmhurst College. Her professional experience includes homeschooling her two children.[1]

Campaign themes

2016

Holan's campaign website highlighted the following issues:

Budget and Spending – You cannot spend more than you have, it is a simple fact that we all acknowledge in our homes. Springfield has overspent revenues for the past 15 years and taxpayers are dealing with the consequences. To end the fiscal mismanagement of our state and to assist in providing taxpayers with good quality, necessary services at the lowest cost possible, I support the following:

  • Reforming our workers’ compensation system to bring insurance premiums in line with aat the doordjoining states.
  • Reforming state purchasing practices to encourage competition and transparency.
  • Reducing regulations on businesses to stimulate economic growth and job creation.

Property Taxes – Our property taxes are too high. Springfield must remove some of the unfunded mandates placed upon our local governments to allow them more flexibility to reduce expenses while still providing quality services. A bill to freeze property taxes that does not provide a method for local governments to reduce expenses could function as an unfunded mandate and result in a rise in property taxes when the freeze lifts.

Pensions – Your retirement dollars should not be used as a political football. It is wrong for an elected official to promise a future benefit and not put in place the means to ensure the benefit will be there when needed. Illinois needs immediate pension reform and the key components of reform must ensure that 1) all pension benefits earned to date are paid and 2) members of the state pension systems have complete control over their retirement funds, including portability, such as would occur if shifted into a 401k-type defined contribution plan. All new employees should be placed in a 401k-style plan upon hire.

Education – A quality K-12 education should be available to every child at a fair price to the taxpayers. Our current system allows children to be trapped in a failing school because of their address or family income level and forces taxpayers to continue to fund those inferior schools – this is wrong. Parents should be allowed to send their children to the school of their choice and state funding should follow the child. I would support efforts which move toward that goal such as tuition vouchers, Education Savings Accounts and opportunity scholarships.

Fair Representation – Voters should pick their representatives, not the other way around. An independent commission is needed to ensure a fair and transparent process is used to create districts that unite communities and encourage citizen participation. While elections are a natural term limit, I support term limits due to partisan redistricting.[2]

Holan's campaign website highlighted the following issues:[1]

  • Invest in families, not bureaucracies
  • Repeal the 2011 tax hike, and oppose a progressive income tax
  • Balance the budget properly, so that the debit is eliminated
  • Respect Life
  • Defend the people who play by the rules and repair our broken pension system so that it is sustainable and fair to both pensioner and taxpayer.

Incumbent Deborah O'Keefe Conroy defeated Heidi Holan in the Illinois House of Representatives District 46 general election.[5][6]

Elections for the Illinois House of Representatives took place in 2014. A primary election took place on March 18, 2014. The general election was held on November 4, 2014. The signature filing deadline for candidates wishing to run in this election was December 2, 2013. Incumbent Deborah O'Keefe Conroy ran unopposed in the Democratic primary, while Heidi Holan ran unopposed in the Republican primary. Conroy then defeated Holan in the general election.[11][12][13][14]
