Smyth previously ran for a seat on the board. She was defeated in the general election on November 4, 2014.

Three of the seven seats on the Yuba City Unified School District Governing Board were up for by-district general election on November 8, 2016. The race for the two Trustee Area 1 seats featured incumbent John Amarel and challengers Sean Fetters, Brett Hancock, Heidi Smyth, and Richard Snyder. Fetters and Hancock won the seats. In Trustee Area 2, incumbent Herbert Cooley was defeated by challenger Julie Ann Jackson.[2][3][4][5]

At the time of this election, the Sutter County Elections Office did not publish school board candidate campaign finance reports online. Ballotpedia staff directly requested this information, but the county would not provide the reports.[6]

The election in Yuba City featured four seats up for general election on November 4, 2014. Incumbent Steven Scriven defeated challenger Heidi Smyth for the Trustee Area 2 seat. Fellow board members Fred Northern and Lonetta Riley joined challenger Paul Broughton to defeat incumbent Michael Hudson for three Trustee Area 3 seats.

Funding

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[7]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[7]

The Sutter County Election Department does not publish and freely disclose school board candidate campaign finance reports.
