Heading into the election, Ballotpedia rated this race as a race to watch. Incumbent Lois Capps (D) did not seek re-election in 2016. Salud Carbajal (D) defeated Justin Fareed (R) in the general election on November 8, 2016. Carbajal and Fareed defeated Benjamin Lucas (D), William Ostrander (D), Helene Schneider (D), Katcho Achadjian (R), Matt Kokkonen (R), Steve Isakson (Independent), and John Uebersax (Independent) in the top-two primary on June 7, 2016.[2][3][4]

  • Protecting & Preserving Our Environment: As long as our economy is based on fossil fuels, spills from Santa Barbara to the Gulf of Mexico will continue to occur. We must end our addiction to oil and grow an economy based on clean and renewable energy sources.
  • Water: We need to think long term when it comes to ensuring reliable and clean water supplies. In Congress, I will bring my experience as Mayor during this drought to tackle these complex issues head-on at the federal level by working to establish more long-term water conservation and supply policies that ensure Californians and all Americans can afford and have access to clean drinking water, and the water supplies necessary to support and sustain our rich agricultural and tourism industries.
  • Full Equality for Women: This Congress has actually been turning back the clock on women’s rights, not forward. The best way to fight back against this extremist agenda is to elect more women to Congress who will work to protect our rights and advance equality for women and girls.
  • Protecting Medicare and Social Security: Seniors deserve to retire with respect and dignity. Medicare and Social Security have been central to accomplishing this for generations of retired Americans.
  • Fair Trade that Creates Good US Jobs: As it’s currently written, the Trans-Pacific Partnership Trade deal looks too much like NAFTA, where we saw thousands of good, middle class American jobs shipped overseas to foreign countries. While this may not have been the policy intention, the fact is that NAFTA created a race to the bottom when it comes to wages and protections for working people. It’s vital that we protect our current jobs and work to create more well paying jobs— not outsource them.
