My name is Henry Foster III. I am a proud third-generation San Diegan living in Valencia Park. Currently, I serve much of our district as Chief of Staff to Supervisor Monica Montgomery Steppe.

After over 20 years in the construction industry, I was called to public service. I first served the city as its Equal Opportunity Contracting Program Manager for six years, ensuring equity in over $5 billion worth of city contracting. I led the Small Local Business Enterprise Program, the Equal Employment Opportunity Program Ordinance, the Non-Discrimination in Contracting Ordinance, and the Title VI Program. While serving in this capacity, I was also designated the Disadvantaged Business Enterprise Liaison Officer (DBELO) for the City of San Diego.

I was then asked to further serve our community at City Hall. During my five-year tenure as Council District Four Chief of Staff, I helped bring over $100 million worth of investment into our parks, streets, and recreation centers. My efforts also led to the implementation of Measure B, creating an independent Commission on Police Practices (CPP) to increase oversight and accountability in our City’s policing. Finally, I oversaw community cleanup efforts and programs to mitigate the effects of gang violence on our neighborhoods.

I know what our community needs, and I have the experience to make it happen. I’m running to build a stronger, more sustainable, and thriving District Four and keep putting people first at City Hall.

  • Strengthening our Communities by creating a pipeline to long-term city employment, investing in small businesses and local jobs, and identifying new funding sources for our neighborhoods.
  • Improving our Quality of Life by increasing investment in our district commercial zones, carrying on the legacy of the San Diego Black Arts and Culture District by continuing to invest in the district and work with local artists to expand public art and cultural assets, investing in our parks, libraries, recreational facilities, community cleanups, and road repairs, and identifying affordable housing and homelessness solutions.
  • Keeping our neighborhoods safe by expanding programs to reduce gang violence, increasing access to jobs and training, and improving community relations with first responders.

I was born and raised in District Four, I am running to build a stronger, more sustainable, and thriving community for all. I am fully committed to improving the longstanding quality of life issues prevalent in our historically under-resourced neighborhoods and ensuring my community has access to the resources and opportunities I did.
My ten-year tenure at City Hall makes me the best candidate for City Council. I am the only candidate that has both operational and legislative experience with the city. Further, I am the only candidate with experience drafting and moving policy forward at City Hall. Over the past five years, I have served as Chief of Staff for District Four and have attended every critical meeting pertaining to the district. I have witnessed firsthand the issues currently facing the district and oversaw the creation and implementation of practical solutions to those issues. I know how to represent our diverse neighborhoods and create pragmatic, evidence-based solutions that strengthen our community and improve our overall quality of life. This experience makes me the most qualified candidate to represent District Four on the City Council. I have over a decade of experience advocating for District Four. During my five-year tenure as Council District Four Chief of Staff, I helped remove over 1,000 tons of trash from our streets, secure over $100 million worth of local investments, and significantly reduce gang violence citywide.
