Henry Lee Butler was born in Midland, TX and graduated from Crane High School in 1982. He attended Baylor University earning a Bachelor of Arts in 1986 and a Masters of Arts in Sociology in 1988. His career in Higher Education spans over two decades, and includes positions in Information Technology, Institutional Research, and Adjunct Faculty.
  • Address challenges of rapid population growth with data informed planning and wide input from constituents. This requires understanding current growth patterns, identifying growth corridors, and working with residents to minimize negative impacts of growth while maximizing opportunities and services.
  • Ensure that all constituents' voices are heard, and all needs are considered for action. It is essential that projects and planning proceed with a eye to the well-being and needs of community, particularly in areas where infrastructure is in need of attention.
  • Responsible budgeting based on accurate information about the community, available resources, and constituent needs. Ensure that essential services such as Emergency response and Public Safety are appropriately funded and regularly assessed for effective use of budgetary resources. It is not enough to budget tax dollars for public expenditures, but the use of funds must be assessed objectively for appropriateness of use.
