“ Shall members of the board of directors of the Hermosa Cliff Fire Protection District be authorized to serve without limitation on their terms of office pursuant to the right granted to the voters of the District in Article XVIII, Section 11 of the Colorado Constitution to lengthen, shorten or eliminate the limitations on the terms of office imposed by such section?[1][2] ”
