Highway 31 is a political action committee founded in 2017 by Birmingham lawyer Edward Still. Its main purpose was to support the candidacy of Doug Jones (D) and oppose the candidacy of Roy Moore (R) in the 2017 Alabama Senate election.[1]
Background
Highway 31 filed its initial statement of organization with the Federal Elections Commission on November 6, 2017. Since that point, it has filed several expenditure reports detailing expenditures in support of Doug Jones (D) and in opposition to Roy Moore (R). However, as of December 14, 2017, the organization had not yet filed a full record of its expenditures or a list of contributions.[2]
On December 11, 2017, Politico reported that it had identified that Highway 31 was a joint effort between Senate Majority PAC and Priorities USA, citing unnamed sources. The article noted that as of its December 11 publication, Highway 31 had surpassed America First Action, a PAC aligned with Pres. Donald Trump (R), as the largest source of outside expenditures in the special election.[3]
