Biography
Horacio Palacios was born in Laredo, Texas. He earned a bachelor's degree from the Texas A&M Corpus Christi in 1978 and a graduate degree from Texas Woman's University in 1987. His career experience includes working as a healthcare professional. He has been affiliated with American Public Health Association and National Association of School Nurses.[1]
