Horacio Palacios was born in Laredo, Texas. He earned a bachelor's degree from the Texas A&M Corpus Christi in 1978 and a graduate degree from Texas Woman's University in 1987. His career experience includes working as a healthcare professional. He has been affiliated with American Public Health Association and National Association of School Nurses.[1]

District 8 life time resident. Submitted candidacy to stimulate competition. I enjoy staying current and making a difference. I have had leadership positions in my job so know just how important people skills and deplomacy are to get things done.
  • Transparency. Constituents must be kept abreast of everything you are discussing and how it will impact each and everyone.
  • Open communication. Constituents must be able to communicate with by telephone or email. No gate keepers. Direct communication is key to getting things done in the best interest of the majority.
  • Knowledge. Elected officials are few. They must be engaged closely very closely with department heads to know what each is responsible for and that each is doing what they were tasked to do. Too many department heads run wild because the elected officials trust and believe they are performing to the maximal of their capabilities and this is not always the case.
Responsible spending and balanced budgets. Safety is a top priority as is our youth and infrastructure. Fees are added to city services and these must be used for the intended purpose i.e. storm drainage, recreation, roads and bridges etc. The public must be informed of what’s in the coffer and how it is being spent.
The capacity to consider issues, discuss solutions and pass ordinances which will hopefully resolve these. And if what’s in the books is not doing the intended job get rid. Too many laws cause problems because governments are as good as the people you hire to do the task.
My mother was a born leader. She would have reached heights had she spoken the language and been a citizen. She was active in the war on poverty movement and was elected the spokesperson for the Azteca neighborhood. She was not shy she would speak up when needed.
Transparency, open communication, and accountability. Elected officials must never wait until re election time to seek the constituent’s input. Too little too late. Elected officials must open all lines of communication with the people they serve. Town hall meetings, direct email to/from and telephone communication must all serve their intended purpose to comunícate, communicate, communicate.
I am honest, direct, do it by the book, and have a strong work ethic.
One of accountability and direct open communication with the constituency.
My first major historical event was President John F Kennedy’s assassination in 1963. I was 10.
My first job was at 21 right after completing my college degree. I was with that employer for 26 years. Not in the same role. I had staff and leadership responsibilities throughout my tenure. My employer was supportive of my aspirations and gave me the opportunity to experience and grow.
I am not an avid reader. I read material which will keep me relevant professionally. My practice is evidenced based as such I need current publications which enhance my knowledge base.
Political correctness. I like to call as I see it is. Not what is correct and acceptable to the senses.
Adapting is part of life. We are here because we are survivors. Concepts can be learned.
They are our elected officials. In a democracy people choose representatives who will do just that—represent. Nothing more nothing less. And the more you listen the better the decisions you will make.
Hospitality is making someone feel at home when you wish they were.
Without these there is nothing. Elected officials are not elected to peddle their influence or enrich themselves. Elected officials are there to represent the most vulnerable and in need. They must serve everyone equally and to the best of their ability.
