Question: How many times have state legislatures amended or repealed citizen initiatives?

Answer: From 2010 through 2023, 152 initiated state statutes (including three initiated ordinances in D.C.) were approved by voters. Of the 152 total measures from 2010 through 2023, 29 were legislatively altered. Legislators amended 24 and repealed key provisions of five.

Details and context: Of the 152 initiated state statutes approved from 2010 through 2023, 56 were on the ballot in 2016, 2017, or 2018. State legislators altered 18 of those 56 measures approved from 2016 through 2018 for a 32 percent legislative alteration rate. Nine of the 43 relevant initiatives approved from 2010 through 2015 were legislatively altered—a rate of 20.9 percent. There were no cases of legislative alteration of ballot initiatives approved from 2019 through 2023.
