Howard Brookins was a member of the Chicago City Council in Illinois, representing Ward 21. He assumed office in 2003. He left office on May 15, 2023.

Brookins (Democratic Party) ran for election for judge of the Cook County Circuit Court in Illinois. He lost in the Democratic primary on June 28, 2022.

He was elected to the council in 2003.[1]

Brookins was a 2016 Democratic candidate who sought election to the U.S. House to represent the 1st Congressional District of Illinois.[2] Brookins was defeated by incumbent Bobby Rush in the Democratic primary on March 15, 2016.[3]

Brookins filed to run against Rush again in 2018 but withdrew from that race to run for Cook County judge.[4] The Chicago Tribune reported on January 30, 2018, that Brookins did not collect enough valid signatures to appear on the judicial ballot.[5]

Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Bobby Rush (D) defeated August (O'Neill) Deuser (R) and Tabitha Carson (L write-in) in the general election on November 8, 2016. Rush defeated Patrick Brutus and Howard Brookins in the Democratic primary on March 15, 2016, while Deuser defeated Jimmy Lee Tillman II to win the Republican nomination.[6][7]

The city of Chicago, Illinois, held elections for city council on February 24, 2015. A runoff took place on April 7, 2015. The filing deadline for candidates who wished to run in this election was November 24, 2014.[8] In the general election for Ward 21, incumbent Howard B. Brookins and challenger Marvin Mcneil advanced past Joseph C. Ziegler, Jr., Jeffrey Baker, Doris Lewis Brooks, Patricia A. Foster and Ken Lewis. Brookins defeated Mcneil in the runoff election on April 7, 2015.[9][10] C.M. Winters was removed from the ballot in January 2015.[11]

  • Jobs: Howard has a proven record of job creation. As a Congressman, Howard will work to bring tax dollars and employment opportunities back to the 1st Congressional District.
  • Public Safety: Throughout his career, Howard has been a leading advocate to end gun violence and police corruption. Howard believes that the federal government needs to step up to get guns out of our communities and create a new culture in the Chicago Police Department.
  • Education: The power of education can empower a child to soar to new heights. During his career as an Alderman, Howard has stood up to make sure the children in his ward received a quality education. When CPS tried to close Mahlia Jackson school, Howard worked with community groups and the administration to save the school. Howard has voted to create more after-school programs, longer school days, and extended preschool to keep our kids learning and off the streets.[12]
