Public Education Finance. In the state of Ohio School Districts are funded by a mixture of locally raised property taxes along with state and federal funding. The state, in the name of providing property tax relief to homeowners is considering taking money away from school districts to pay it directly back to taxpayers. This is tax relief it is tax shifting. By reducing their share of of funding for school districts the state shifts more of the burden back to local taxpayers but wants to reap the benefits of great schools they have divested from.
