Martin was targeted for recall in 2017 along with the other six members of the board, but the effort did not go to a vote. The recall petitions were approved for circulation on June 22, 2017, but the recall supporters were unable to gather the 9,393 required signatures for each petition by the deadline on November 29, 2017. Recall supporters said the district had mishandled the expulsions of five student football players. They also listed a debate over changing the high school's mascot and the district's $12.3 million deficit. In response to the effort, board members said that they were committed to being fiscally responsible and that they had been transparent throughout the budget process. They also pointed to the district's high graduation rate.[1][2][3]

2016
Five of the seven seats on the Napa Valley Unified School District Board of Education were up for at-large general election on November 8, 2016. Four seats were up for regular four-year terms, and one seat was up for election to a two-year term. Though members were elected at large, they ran for specific seats. Newcomer Stacy Hill-Bratlien ran unopposed and won election to a two-year term in Trustee Area 1. Newcomer Elba Gonzalez-Mares, incumbent Joe Schunk, and incumbent Jose Hurtado also ran unopposed and won election to the Trustee Area 2, 4, and 7 seats, respectively. The race for the Trustee Area 5 seat was the only one to see competition. Candidates Jesse Ryan Allured, Susan Larson Bouwer, Jessica Delasaux, and Icela Martin ran for the open seat, and Martin won the election.[4][5]
